Todd
F. La Neve, born 1966 in Bethesda, Maryland, is a 1989 graduate
of the West Virginia University undergraduate program and a 1992
graduate of the West Virginia University College of Law. Upon graduation,
Mr. La Neve was employed in an insurance defense firm in Wheeling,
West Virginia, during which time he worked for many major insurance
companies in the role of local defense counsel. In 1994 he moved
to his current home of Clarksburg, West Virginia, and assumed the
position of House Counsel with Celina Insurance Group, a regional
insurance company with offices in five states. He continued to develop
his trial skills while representing both the company and its insureds
in litigation matters in over thirty West Virginia counties. In
1997, Mr. La Neve opened his own office and began serving clients
in other areas of need. He began handling criminal matters shortly
thereafter and has developed a reputation as an attorney willing
to fight in court for his clients. Mr. La Neve later focused his
practice on the defense of individuals accused of driving under
the influence. He presently maintains his focus on DUI defense while
also representing victims of accidents. Many of Mr. La Neve's clients
have had their DUI charges dismissed, while the others have been
able to take advantage of favorable plea bargaining results to minimize
their charges or punishment. The majority of Mr. La Neve's clients
have retained their right to operate a motor vehicle following an
impaired driving arrest.
Mr. La Neve is a member of the National College for
DUI Defense (NCDD), a national organization that serves to educate
and provide resources to those attorneys committed to effective,
skillful representation of their clients. He was featured as a guest
speaker at the NCDD Winter 2003/2004 meeting on the topic of DUI
and pilot's license issues. Mr. La Neve is a private pilot and aircraft
owner and also serves as a panel attorney for the Aircraft Owner's
and Pilot's Association's (AOPA) Legal Services Plan for the State
of West Virginia. In this capacity, he provides legal representation
to AOPA member pilots who are facing enforcement actions against
their license privileges by the Federal Aviation Administration.
Mr. La Neve is also a member of the National Association
of Criminal Defense Attorneys (NACDL), another nationwide organization
for attorneys who practice in the area of criminal defense. He also
holds a membership in the American Trial Lawyers Association, a
national organization dedicated to advancing the rights of those
injured by the actions of others.
Mr. La Neve is a member of the Harrison County, West
Virginia, Bar Association, the West Virginia State Bar Association
and he is admitted to practice in all the state and federal courts
of West Virginia, as well as the United States Fourth Circuit Court
of Appeals.

Lea Ann Butcher, legal assistant, has been with La
